After discussing with some folks, I think it will be better to have a 6-week Ruby course followed by a separate 6-week Rails course.
This offers a few advantages, especially to folks who may already know Ruby, but not Rails.
It also allows folks to learn Ruby for applications outside web (of which there are many).
I'm in the process of putting together a syllabus for the Ruby course now. Discussion is ongoing on the p2pu-webcraft list if you're interested.

I have a decent amount of history with Ruby and have recently come up to speed on Rails. Given that I also have a lot of time in the next few months, I'd be willing to co-organize.
